This guide provides all you need to know about how UK higher education institutions can purchase Perlego licences through the SUPC framework.
About the SUPC framework
The Southern Universities Purchasing Consortium (SUPC) is a UK-based buying organisation that helps universities and colleges procure goods and services efficiently and compliantly.
Perlego is an approved supplier under SUPC’s Digital Content and Library Services framework (LIB4061 SU), which means institutions can purchase Perlego subscriptions without running a full tender.

What is a call-off contract?
A call-off contract is a simplified agreement between your institution and Perlego, formed under the pre-agreed terms of the SUPC framework.
This means your procurement team doesn’t need to negotiate new terms from scratch — the framework terms already cover pricing, licensing, service levels, and compliance.

How to purchase Perlego through the SUPC framework

Choose your route to purchase: There are three compliant routes members can use to “call off” from the SUPC framework:
- Direct award (most common): Institutions can award directly to the top-ranked supplier (Perlego is ranked #1 in Lot 8), making this the fastest and simplest route.
- Desktop Exercise: Institutions adjust evaluation criteria weightings to reflect local priorities.
- Further Competition: A mini-tender used when additional or more complex requirements are introduced that go beyond the framework.
Generally, Direct Award with the top-ranked supplier is the quickest and most straightforward route.

Confirm your requirements
Discuss your needs (number of users, contract length, start date, etc) with the Perlego team. We will work together to draft a quote and order form aligns with your requirements.

Issue a purchase order
Your procurement team should issue a PO or sign the order form, referencing LIB4061 SU as the framework agreement.

Sign the call-off contract
Perlego will issue a call-off contract outlining the agreed terms for signature.
